Welcome to ICMA’s EPA Region 4 Technical Assistance to Brownfield Communities (TAB) newsletter. This quarterly publication will provide brownfield related updates and information useful for communities throughout the U.S. EPA’s Region 4 (Southeast) which includes the states of Kentucky, Tennessee, North Carolina, South Carolina, Mississippi, Alabama, Georgia, and Florida.

What is TAB & Who is ICMA?

The EPA provides regional grants for the TAB program to providers of technical assistance. The International City County Management Association (ICMA) is Region 4’s technical assistance provider selected by EPA to help communities and stakeholders address their brownfield sites, and to increase their understanding and involvement in brownfields cleanup, revitalization and reuse. The TAB Program is funded by EPA and available to all stakeholders.

ICMA is a not-for-profit organization devoted to the support professional municipal managers and excellence in the delivery of government services. Founded in 1914 when an originator felt compelled to share his public management experience and information with the small group of fellow professionals and colleagues, the ICMA has expanded to support over 3000 local governments operating under the council-manager form of government in the United States. ICMA received the Region 4 TAB award from the U.S. EPA. The Brownfield grant’s Cooperative Agreement was executed in August 2021 and runs through June 2026.

As the Region 4 TAB grant recipient and TAB provider, ICMA, serves as an independent resource to help communities of the southeast tackle the challenge of assessing, cleaning up and preparing brownfield sites for redevelopment, especially underserved/rural/small and otherwise distressed communities. ICMA will provide expert technical assistance and guidance to help communities and stakeholders understand:

  • Acquiring, assessing, cleaning up and redeveloping brownfield properties;
  • Health impacts of brownfield sites;
  • Utilizing science and technology for site assessment, remediation, redevelopment and reuse; and
  • Compliance with voluntary cleanup requirements.
